THINKS OSCAR WILDE INSANE.

NEW YORK, Aug 31 - Dr Forbes Winslow of London, the distinguished specialist in mental disorders, and founder of a British hospital devoted to diseases of this order, arrived in New York today on the St Louis. He comes to preside as chairman over the department of insanity and mental medicine at the Medico legal congress that is to be held here next week.

In an interview touching peculiar diseases of the mind, the doctor referred to that of Oscar Wilde.

"Oscar Wilde," he said, "has had a remarkable career, and I have no doubt of his insanity. I could not be persuaded that he was responsible for what he did. I never have seen him except on the street, but I believe him to be insane."
